Does it come with hook inner belt?
No. But the hook inner belt is also sold separately in our store and it's in same quality level.

Yes, both ends of the belt can be adjusted by Velcro.

Yes, it's stiff enough to support EDC duty gear accessories such as holsters, handcuffs, mag holders, pouches etc.
